After leading both Marsh and PricewaterhouseCoopers' Business Continuity practices in San Francisco and Hong Kong, respectively, Fiona founded Raymond-Cox Consulting in 2010, a San Francisco-based, boutique business continuity and emergency planning consulting firm. She has more than 20 years of international experience in process improvement, and risk management solutions, analyzing business continuity management programs, performing risk assessments, designing, implementing, and exercising incident/crisis management, business recovery, IT disaster recovery, and pandemic plans for small non-profits to Fortune 100 companies. She has worked with government, technology, professional services, legal, banking & finance, healthcare, telecommunications, retail and consumer industry organizations.

Fiona is an Associate Fellow of the Business Continuity Institute (AFBCI). She serves as an Expert on the ISO 22301 Business Continuity Management Systems Standard Technical Committee, and is an accredited ISO 22301 Lead Auditor. Additionally, Fiona is President of the Business Recovery Managers Association (BRMA), Northern California's largest business recovery association.

Lynn von Koch-Liebert

Lynn von Koch-Liebert is the Deputy Secretary of Housing and Consumer Services at the California Business, Consumer Services and Housing Agency. In this role she is responsible for policy and general oversight of the Seismic Safety Commission, California’s Housing Departments (HCD, CalHFA, DRE, DFEH), and the Department for Business Oversight.

Prior to this role she was a Vice President of Business Development with DynCorp International and served in Jerusalem, South Sudan and Afghanistan with the United Nations Office of Project Services.

Since 2009, Dave has been the Chief of Security of the Kaiser Permanente Santa Rosa Medical Center where he is a core member of multiple safety committees, the Emergency Preparedness Committee and the Threat Management Team. Prior roles included eight years as the Security Director with the St. Joseph Health System – Sonoma County, which included multiple business and medical offices, the Petaluma Valley Hospital and Santa Rosa Memorial Hospital, a Level II trauma center, and 12 years with the Santa Rosa Police Department where he helped to develop and train their auxiliary patrol division. An accomplished trainer in crisis intervention, Dave has trained to over 2000 healthcare workers and is an adjunct instructor in the Santa Rosa Junior College nursing program. Among his certifications include the DHS Radiological Responder. FEMA Incident Command, EBOLA Responder and Healthcare Environmental Management.

Ron LaPedis

Jay Jamali

Mr. Jay Jamali is a Certified Safety Professional (CSP), Certified Hazardous Materials Manager (CHMM) with a BS in Occupational Safety and Health and an MS in Safety Management. Mr. Jamali has 6 years of experience in semiconductor manufacturing and 25 years in safety consulting. Jay has been an incident commander on over 100 emergencies (hazmat, fire, earthquake, medical, etc.) and has experience responding to wide area disasters such as Hurricane Katrina and the Loma Prieta as well as the Northridge earthquakes. Mr. Jamali was the recipient of the San Jose Police department Simpson Silva award for bravery during an active shooter event and also received the American Red Cross Life Saver award.


David Davari

David has been involved in the Security Industry for over 27 years. In the past 5 years with Pinkerton, David has worked closely with Risk Management professionals at global enterprises and fortune 500 companies; providing holistic risk management consultation and strategies. David has successfully led and employed highly qualified teams of Pinkerton consultants and operators in preventing and mitigating risk during critical and real-world emergency events. As part of his professional experience, David spent over 13 years leading the Asset Protection operation efforts with national retailers and corporations. David has held corporate and field security positions including Corporate Investigator, Organized Retail Crime Investigator, district and area operations management positions. Within these positions, David hired, trained and mentored security staff while having effectively managed and monitored all aspects of security, risk management and crisis response and training. David has expert knowledge in all aspects of business continuity, critical infrastructure protection, threat assessment, asset protection, fraud investigations, forensic interviewing (Reid, W&Z), physical security and safety. David has utilized his experience in case histories and operations to design proactive corporate ERM solutions, dashboards and electronic monitoring and reporting systems. David is an active member of Corporate Security and Enterprise Risk Management groups and discussion boards.


Jim Wollbrinck

Jim Wollbrinck is the Manager of Security and Business Resiliency (S&BR) for San Jose Water.   He is responsible for all aspects of Emergency Management (Plans, Procedures, Training and Exercise), is responsible for Corporate Security Systems and Procedures; and developing SJW’s Business Continuity Program.  Mr. Wollbrinck participates in many organizations in the security and emergency preparedness field.  He is the current Chair of the, Bay Area Emergency Security Information Collaborative (BAESIC).  Mr. Wollbrinck serves as the Chair of the Santa Clara Valley Water District, Emergency Management Subcommittee and is the Chair of the Coastal Chapter of the California Water/Wastewater Agency Response Network (CalWARN). Mr. Wollbrinck serves as the Division Chair for CA/NV AWWA Sections, Utility Management Division. He is working on utility security and resiliency with the Water Sector Coordinating Council (WSCC) and the National Association of Water Companies (NAWC), Safety and Security Committee. Along with security and emergency management, Mr. Wollbrinck has been working on Emergency Fuel Planning for SJW, the water sector and Santa Clara County in general.

Mr. Wollbrinck is a graduate of USF with a B.S. in Applied Economics and holds a Grade 3 Water Treatment Operator Certification through the California State Water Resources Control Boards, Division of Drinking Water and is a Senior Member of the American Society for Quality.


Doug Levy

Former firefighter, award-winning journalist, and university communications leader, Doug Levy advises public safety agencies, medical centers, corporations and other organizations on how to communicate better and faster -- especially in crisis or emergency situations. He was chief communications officer at Columbia University Medical Center in New York from 2010-2015, and served as director of communications at the UCSF School of Medicine from 2004-2009. Levy covered science, health, and technology for USA Today during most of the 1990s, and had a wide range of general assignment reporting positions in San Francisco, Chicago and Washington, DC, from 1980-1993. His investigative journalism garnered numerous awards, including a Peabody. He is admitted to practice law in Maryland (inactive.)
